Plain language and procedural specificity carried the apology. The simulated public read the statement as competent rather than evasive — but a non-trivial minority anchored on the absence of a public timeline for the post-incident report.

Key Findings

  • The phrase 'no personal data was exposed' was received as credible by 41 of 50 simulated residents (82%). Skepticism clustered around two cohorts: longstanding-resident retirees (4) and one technically-literate professional who flagged that 'no data exposed' is a stronger claim than the municipality has the immediate forensics to make.

  • The 'all delayed payments will be honoured at the date submitted' commitment was the single most quoted line across the simulation. It reframed the outage from a service failure into a fairness commitment. 19 of 50 agents repeated it back in their own posts.

  • The 'post-incident summary by Friday' deadline was double-edged. It read as accountability to 31 of 50 agents (62%). To 9 of 50 (18%), it read as a deflection — "why not now?" Lower-trust cohorts wanted at least a one-line technical explanation in the initial statement, not just a promised follow-up.

  • The migration framing was accepted at face value. No simulated participant accused the municipality of negligence. Two agents (small-business operators) wanted to know whether vendor liability was being assessed.

Recommended Actions

  1. Publish the post-incident summary by the committed Friday deadline. Missing the deadline would convert the original goodwill into a credibility loss disproportionate to the outage itself.

  2. Add one technical sentence to the initial statement if there's an opportunity to amend before broad publication: e.g., "The outage was caused by an incorrect database connection string introduced during the migration cutover." Specificity, even at a low technical level, retired the largest residual concern.

  3. Acknowledge the late-payment fairness commitment in the post-incident summary. It became the most-shared line; the follow-up doc should reinforce it rather than treat it as already-handled.

  4. Do not over-claim on the data-exposure question in the post-incident summary. If forensics surface anything that contradicts "no personal data exposed," the credibility cost will exceed the benefit of the initial reassurance.
